N Korea Threatens Pre-emptive Nuclear Strike

North Korea threatened to launch a "pre-emptive" nuclear strike yesterday  as America and Seoul held joint military exercises and opened formal talks on deploying a missile defence shield.The onset of two annual exercises - codenamed Key Resolve and Foal Eagle - drew heated condemnation from North Korea, which chose to interpret these routine manoeuvres as preparations for an invasion. "We will launch an all-out offensive to decisively counter the US and its followers' hysterical nuclear war moves," said an announcer on North Korean state television.Perhaps more significant was the opening of talks on the deployment of the Terminal High Altitude Area Defence System (THAAD) in South Korea. After watching its northern neighbour develop an array of ballistic missiles - and test four nuclear weapons - South Korea has asked America to provide the THAAD system to protect as much of the country as possible.But the arrival of this sophisticated missile shield on the Korean Peninsula would also change the military balance in East Asia, not least because it would reduce the deterrent power of China's nuclear weapons.
